The GUARD Act aims to regulate AI chatbots

Senators Josh Hawley and Richard Blumenthal have introduced the “GUARD Act,” a bill designed to place tighter controls on how AI chatbots operate and interact with users, particularly minors.

Mandatory age verification for all users

The bill would compel AI companies to verify users’ ages, possibly through government ID checks or facial recognition, ensuring that only adults (18+) can access these tools.

Clear disclosure that chatbots aren’t human

Chatbots would need to regularly inform users at least every 30 minutes that they are interacting with an AI system, preventing any misleading human-like impersonation.

Ban on harmful or explicit content for minors

The legislation would prohibit chatbots from producing sexual, self-harm, or otherwise harmful content for underage users, addressing growing concerns over inappropriate AI interactions.

Lawmakers cite rising safety and ethical concerns

The proposal reflects mounting anxiety among parents and regulators about how unregulated AI tools could influence children’s behavior, privacy, and emotional well-being.

PayPal integration announced for ChatGPT

PayPal will serve as the first digital wallet option users can choose when making purchases through ChatGPT’s “Instant Checkout” feature. 

Roll-out beginning sometime in 2026

The integration isn’t immediate; PayPal clarified that its wallet support for ChatGPT will begin in 2026. 

Seamless connection to existing PayPal payment data

Users will be able to use their regular PayPal account, including their saved payment methods, shipping information, and contact details, when checking out within ChatGPT.

The move ties into OpenAI’s broader commerce strategy. For example, ChatGPT already supports a “Buy Now” button and Instant Checkout via other platforms (like Shopify and Walmart), and PayPal adds a major payments layer to that system.
